Economics of Fisheries

Nice essay. Still, identifying property rights for fish stocks remains problematic. Aside from some of the potential technologies discussed in the paper, what can be done in the short term to identify who owns which fish stocks or patches of ocean? Fish can swim. The practical problems of actually implementing a workable fish-property scheme still seem... overwhelming, do they not? Oh, here's an interesting news story related to your research:
